Pausing and closing a service

Services have two different types of status.

The operational status allows you to pause your service to make batch updates. Pausing restricts people from starting new rundls while you're making changes, so you can avoid getting steps, roles or permissions in your rundl that aren't ready for use. You just pause, make all the changes you need, then go live again.

The main status allows you to close your service when you don't need it anymore. It's like delete, except you can re-open it later if you need to get it back.
